Sabah Coastline Safe With Presence of 2,800 Navy Personnel

KOTA KINABALU, (Bernama) -- The presence of 2,800 navy staff from the Royal Malaysian Navy (TLDM) will ensure the safety of the Sabah waters and coastline.

Second Region Navy Commander, Rear Admiral Datuk Pahlawan Mohammad Rosland Omar said based on the strength of the TLDM staff along the waters of Semporna, Sandakan and Tawau has increased the capability of the navy to defend the country from any serious threat.

"Sabah waters is a 'hot area' so we are carrying out operations 24 hours a day and seven days a week. Though we are faced with various predicaments while on duty, we are able to overcome any threats involving illegal immigrants," he said at the TLDM open day at KD Perak here Wednesday.

MANILA, Philippines - The Department of National Defense (DND) ordered the military to boost its capability to deploy rapid reaction forces since the mobility of troops has been affected by aging naval and air assets.

In a planning guidance to military officials, the DND said the rapid reaction forces would be used to address contingencies and to move troops on short notice.
“Due to the aging of PN (Philippine Navy) and PAF (Philippine Air Force) lift platforms, the mobility of our forces within the theater of operations is severely affected,” the DND said.

“There is a need to acquire a capability to rapidly move our forces that form part of the national maneuver force,” it added.

Armed Forces resource managers were ordered to collaborate in building a capability to deploy two joint rapid reaction forces to be located strategically in Luzon and Mindanao.

The DND planning guidance, a copy of which was obtained by The STAR, said the forces would address two major contingencies in any part of the country at the same time.

DND said each of the joint forces would consist of an infantry battalion capable of air mobile operations, a mechanized infantry battalion, a marine battalion capable of amphibious operations, a squadron of tactical helicopters, a squadron of close air support aircraft, a heavy airlift aircraft and a strategic sealift vessel.

“In order to establish this capability, joint combat maneuver and supporting forces should have the means to move (like airlift and sealift platforms) on short notice,” the planning guidance read.

The DND has directed military resource managers to acquire medium airlift capability for short haul flights and strategic sealift capability. It also ordered the military to improve its capability to move ground forces within the area of operations.

The limited state funds have hampered the military’s modernization efforts.

Only about half of the patrol ships in the Navy’s inventory are operational and with an average age of more than 30 years old. Some of these vessels are more than 60 years old.

Almost half of the Navy’s transport vessels are non-operational while the operational small crafts are of an average age of about 21 years old.

Last year, the Navy acquired its first Hamilton-class vessel from the US Coast Guard to enhance its external defense capabilities. It also inaugurated the BRP Tagbanua, a landing craft utility that is 100 percent Filipino made.

On the other hand, a 2010 report by the Commission on Audit (COA) said the Air Force “virtually has a non-existent air deterrent capability” due to aging air assets. COA said as of 2010, only 91 of the 339 aircraft in the Air Force inventory are full mission-capable, 81 are inactive and the rest are for disposal.

Early this month, the Air Force inaugurated its four brand-new combat utility helicopters acquired from Polish company PZL Swidnik SA.

Four more combat utility helicopters are scheduled to arrive in November.

Korps Marinir Segera Realisasikan Yonif-10 di Kepulauan Riau

Surabaya - Komandan Pasmar-1 Brigadir Jenderal TNI (Mar) A. Faridz Washington menyampaikan rencana Korps Marinir untuk segera merealisasikan Batalyon Infantri-10 (Yonif-10) Marinir/Berdiri Sendiri (BS) di Kepulauan Riau (Kepri).

"Yonif-10 itu tugas utamanya untuk menghadapi perompakan di Selat Malaka. Setelah itu juga akan direalisasikan pembentukan Batalyon Infantri-11 (Yonif-11) Marinir di Sorong," katanya saat menghadiri olahraga bersama dengan Prajurit Marinir Wilayah Timur (Marwiltim) di Bhumi Marinir, Gunungsari, Surabaya, Selasa.

Dalam acara yang diprakarsai Komando Pendidikan Marinir (KODIKMAR) dan dimeriahkan dengan senam dan jalan sehat keliling ksatrian itu, Komandan Pasmar-1 menyampaikan pesan dari Komandan Korps Marinir bahwa Marinir itu besar dan yang mampu membesarkan Korps Marinir adalah prajurit Marinir.

"Sebaliknya justru prajurit Marinir pula yang mampu merongrong dan mengerdilkan Korps Marinir itu sendiri melalui perbuatan-perbutan yang tidak terpuji, namun saya jamin Kasgartap III Surabaya sebagai penegak disiplin dan prajurit Marwiltim berkomitmen untuk mengurangi pelanggaran," katanya.

Dalam olahraga bersama yang juga dihadiri Kasgartap III Surabaya Brigjen TNI (Mar) Chaidir Pantonnory, Wadan Lantamal V Surabaya Kolonel Marinir I Ketut Suardana, dan Kepala Staf Pasmar-1 Kolonel Marinir Saud Tambatua itu, Komandan Pasmar-1 juga menyampaikan pesan dari Komandan Korps Marinir.

"Jaga Korps Marinir, jaga kebesaran nama Korps Marinir dan jaga citra nama baik Korps Marinir. Hanya kitalah prajurit-prajurit Marinir yang mampu membesarkan nama Korps Marinir," katanya.

Setelah sambutan selesai, ia menyerahkan hadiah kepada Atlet Bisam Marwiltim ke-10/2012 yang mendapatkan medali emas, perak dan perunggu di Brunei Darussalam dan "doorprize" oleh Komandan Pasmar-1.

DND Wants to Reduce Number of Military Battalions

MANILA, Philippines - The Department of National Defense (DND) wants to reduce the number of infantry and marine battalions in the next few years as the military moves towards enhancing its territorial defense capability.

The restructuring program would channel resources to priority areas like boosting maritime security and territorial defense to enforce the country’s sovereign rights at the Kalayaan Island Group.

“Our territorial defense needs for this planning period will essentially be met by our forces that are engaged in internal security operations in priority regions and our units in non-priority regions,” the DND said in a planning guidance issued to the military.

Documents obtained by The STAR show that the Army infantry battalions would be reduced to 81 this year from 85 in 2011. The number of active duty battalions would be slashed gradually in the succeeding years until it reaches 54 in 2018.

The number of infantry brigade headquarters would be cut to 27 this year from 31 last year. It would be reduced further in the succeeding years until it reaches 18 in 2015.

On the other hand, the number of infantry divisions would be reduced to nine this year from 10 last year. The number of divisions would be down to six by 2015.

The DND plan, however, seeks to form two battalions for Rapid Deployment Forces by 2015. It also wants to create one infantry battalion for peacekeeping operations this year.

DND said the personnel and equipment from the units to be deactivated would be reapplied to other priorities like filling up the needs of remaining forces.

The marine battalions would also be reduced to 10 this year from 12 last year. Only nine marine battalions would be retained in 2013.

However, a marine battalion would be formed and would undergo retraining this year while another one would be created for peacekeeping tasks next year.

Even the military’s elite forces would be covered by the restructuring plan.

The four active duty combat groups would be reduced to two this year and would be deactivated in 2013.

On the other hand, the Special Operations Combat Support Group would be abolished in 2013. The DND plan, however, called for the creation of a ground-based air defense system group next year.

The DND has asked the military to submit a plan to ensure the smooth implementation of the restructuring program.

The DND planning guidance listed as the top resource priority the improvement of the country’s maritime security and territorial defense capabilities.

The DND also plans to streamline the armed forces’ civil-military operations (CMO) battalions, which conduct development projects in areas of conflict.

The 10 CMO battalions would be reduced gradually until these are abolished in 2017. The Armed Forces’ National Development Support Command, which works with private groups to provide basic services, would be scrapped this year.

Korps Marinir Miliki Divisi Sorong-Papua pada 2012

Surabaya (ANTARA News) - Korps Marinir akan memiliki divisi baru yakni Divisi III Sorong-Papua pada tahun 2012 untuk melengkapi Divisi I (Pasmar-1) di Surabaya dan Divisi II (Pasmar-2) di Jakarta.

"Embrionya sudah lama ada di Sorong, yakni satu batalyon di Papua, tapi nantinya akan ditingkatkan menjadi brigade dan akhirnya divisi," kata KSAL Laksamana TNI Soeparno di Surabaya, Selasa.

Ia mengemukakan hal itu setelah memimpin upacara HUT ke-66 Korps Marinir di Lapangan Tembak Lettu Anumerta FX Supramono, Kesatrian Marinir Karangpilang, Surabaya.

Didampingi Komandan Pasmar-1 Brigjen TNI (Mar) A Fariz Washington dan Komandan Pasmar-2 Brigjen TNI (Mar) Sturman Panjaitan, ia menjelaskan penataan itu akan mendorong adanya tiga divisi yakni Divisi I di Jakarta, Divisi II di Surabaya, dan Divisi III di Sorong-Papua.

"Jadi, pengamanan kawasan perbatasan Indonesia dengan negara lain tidak akan ditambah, karena sudah dianggap cukup. Apalagi Marinir memang bukan untuk pengamanan perbatasan laut," ucapnya.

Selain itu, Korps Marinir juga akan menambah tank BMP-3 F sebanyak 54 unit tank dengan 34 tank baru akan direalisasikan pada tahun 2012, sedangkan sisanya menyusul.

"Ke-54 tank baru itu akan ditempatkan di wilayah barat dan timur dengan sebagian tank merupakan produksi dalam negeri. Yang jelas, kalau alat tempur kita bisa dibuat di dalam negeri, ya kita beli di sini," ujarnya. Kendati demikian, menurut KSAL, Korps Marinir itu bukan pasukan "ecek-ecek" (sepele). "Anda bisa lihat sendiri kesiapan personel dan materiil dari Divisi Infanteri 1 dan 2 dengan seluruh alat tempurnya yang didatangkan ke sini pada HUT ke-66 Koprs Marinir," katanya.

Upacara HUT ke-66 Korps Marinir yang diikuti 6.155 prajurit itu dimeriahkan dengn atraksi dari 12 tank PT-76 buatan Rusia yang dipakai dalam Pertempuran Trikora pada tahun 1960-an, tiga pucuk Launcher RPG yang pernah dipakai di Aceh dan Timtim, sekaligus demonstrasi terjun statik oleh 60 peterjun dan terjun "Freefall" oleh 11 peterjun yang turun secara bersamaan (bertumpukan).

Sebelumnya (14/11), istri Komandan Korps Marinir yang juga Ketua Gabungan Jalasenastri Korps Marinir, Ny Nita Alfan Baharudin, merayakan HUT Korps Marinir dengan mengunjungi anggota Marinir Wilayah Timur yang dirawat di Rumah Sakit Marinir, Gunungsari, Surabaya.

Army Airborne Insertion Capability

The responsibility for maintaining the Airborne Insertion (Parachute) Capability has transfered from Army Forces Command to Special Operations Command.

The transfer marks a significant milestone in the history of Army’s parachute capability.

The Chief of Army, Lieutenant General David Morrison recognised that the Army has raised, developed and maintained a conventional parachute capability over the past 31 years.

“I acknowledge the fine efforts of all those who have served as part of, and in support of the parachute capability,” Lieutenant General Morrison said.

Initially raised and based on a company in the 6th Battalion, The Royal Australian Regiment (6 RAR) in 1980, the parachute capability was enhanced and the responsibility transferred to the 3rd Battalion, The Royal Australian Regiment(3 RAR) in 1983. During its time as a Parachute Battalion, 3 RAR was ably supported by a wide range of units from the 1st and 3rd Brigades, the Parachute Training School and 176th Air Dispatch Squadron.

“I also acknowledge the ongoing support of the Royal Australian Air Force in maintaining the parachute capability.”

“The parachute capability has been important part of the ADF’s contingency force since its inception, and will continue to be into the future. However, times have changed and there is a need to re-balance Army to meet the challenges of the future,” Lieutenant General Morrison said.

“3RAR now faces many new challenges including the move to Townsville, deployment to Afghanistan and playing its part in Army’s future.”

The transfer of the parachute capability to Special Operations Command means that the ADF maintains a robust and flexible entry capability while ensuring that Army is better able to meet the challenges of the future.

Yonif 202 Menjadi Batalyon Infantri Mekanis Kedua

Yonif 202/Tajimalela Gelar Penataran Ranpur

JAKARTA (Pos Kota) – Komandan Batalyon Infanteri 202/Tajimalela Letnan Kolonel Inf Heru Agung Aryandhono pimpin penataran alutsista dan Kendaraan Tempur ANOA 6×6 buatan Pindad bertempat di Mako Batalyon Infanteri 202/Tajimalela Rawalumbu Bekasi Jawa Barat.


Yonif 202/Tajimalela mulai bulan Juni 2011 ini telah menerima 45 unit ranpur ANOA 6×6 yang sekaligus akan menjadi alutsista yang dipertanggung jawabkan kepada Yonif 202/Tajimalela dalam rangka memenuhi kebutuhan pembentukan Batalyon infanteri Mekanis (Yonif Mekanis) yang nantinya akan menjadi kekuatan baru di jajaran TNI-AD dalam upaya meningkatkan kekuatan pertahanan.


Mengingat akan pentingnya alutsista ini dalam pelaksanaan tugas-tugas TNI-AD maka Danyonif 202/Tajimalela mengadakan kegiatan Penataran Mengemudi Kendaraan Tempur (Tar Mudi Ranpur) Anoa 6×6. Penataran mengemudi kendaraan tempur ini untuk meningkatkan kemampuan pengemudi sekaligus memberikan pelatihan bagi prajurit Yonif 202/Tajimalela yang akan disiapkan untuk menjadi pengemudi Ranpur. Dan diikuti sebanyak 45 orang Tamtama. Lama penataran dilaksanakan selama 3 hari yaitu pada tanggal 18 – 20 Agustus 2011, praktek mengemudi di Kompleks Perumahan Delta Mas Cikarang Kab. Bekasi.



Danyonif 202/Tajimalela mengecek langsung ke lapangan guna pelaksanaan kegiatan tersebut dan memberikan penekanan kepada seluruh peserta tentang pentingnya pemeliharaan materil dan alutsista yang dipertanggungjawabkan terutama Ranpur Anoa 6×6 pindad sehingga seluruh peserta yang mengikuti penataran tersebut, diharapkan mampu mengemudi termasuk melaksanakan pemeliharaan terhadap Ranpur yang akan dipertanggung jawabkan.

Jakarta (ANTARA News) - TNI Angkatan Darat membentuk tiga divisi baru untuk mendukung tugas pokok matra darat menjaga keutuhan dan kedaulatan Negara Kesatuan Republik Indonesia.



Kepala Staf TNI Angkatan Darat Jenderal TNI Pramono Edhi Wibowo usai bersilaturahmi dengan para purnawirawan TNI Angkatan Darat di Jakarta, Rabu, mengatakan, divisi baru tersebut mencakup unit mekanis, lintas udara, dan mobilitas udara.

"Penambahan divisi baru tersebut sesuai modernisasi dan rematerialisasi," katanya.



Kepala Dinas Penerangan (Kadispen) TNI AD Brigadir Jenderal TNI Wiryantoro menambahkan, penambahan kekuatan itu diutamakan pada kendaraan tempur dan mobilitas pasukan.


Unit mekanis adalah satuan infanteri plus yang memiliki unit kavaleri tersendiri. "Saat ini ada batalyon mekanis baru dibentuk di Jakarta," ungkapnya.

Wiryantoro mengatakan, unit lintas udara dan mobilitas udara merupakan satuan infanteri yang memiliki mobilitas tinggi dan dapat digelar dengan cepat di daerah operasi.


Ia menambahkan, satuan-satuan tersebut cocok dikerahkan di daerah hutan rimba, seperti di kawasan Papua dan Kalimantan.(*)

FROM November, recruits doing Basic Military Training (BMT) will be armed with one more 'weapon' - a handheld touchscreen device such as an iPad - to sharpen their fighting skills.

Responding to queries from The Straits Times, the Defence Ministry said the Singapore Armed Forces (SAF) plans to issue about 8,000 sets, including to every recruit in the BMT Centre and those in other institutes such as the Officer Cadet School and the Specialist Cadet School, as well as to servicemen in the air force and naval training schools.

1st Motorised Infantry Battalion Combat Ready

Infantry soldiers often trek tens of kilometres to reach their target or objective, are exposed to artillery fire along the way, and attack the objective with just the lightweight weapons they carry in their hands.

Now they have another option.

The introduction of the Terrex Infantry Carrier Vehicle (ICV) into the Army in September 2009 has revolutionised the way the infantry operates. Since then, the Singapore Armed Forces (SAF) has been training its soldiers to operate on the new Terrex platform which gives them more mobility, firepower, protection and networked capabilities.

Such capabilities of an infantry on wheels were demonstrated on 31 May, as part of a parade which marked the operationalisation of 2nd Battalion, Singapore Infantry Regiment (2 SIR) as the Army's first motorised infantry battalion. The battalion had taken delivery of the Terrex in July 2010.

At the demonstration held at the Murai Urban Training Facility, fighter jets and Leopard Main Battle Tanks simulated long-range fires on enemy forces in a built-up area, before a Trailblazer mine-clearing vehicle was called in to clear the path of mines.

Then came the Terrex ICVs, from which infantry soldiers charged out of to close in on enemy forces in the buildings.

Having witnessed the demonstration, Minister for Defence Dr Ng Eng Hen remarked that the parade was a major milestone in the transformation of the infantry into a key component of the 3rd Generation networked SAF.

He said: "The strength of the 3rd Generation SAF lies not just in its individual pieces of hardware, but its ability to network an array of systems and capabilities."

Commenting that the Terrex ICV links to other mechanised platforms from the Armour, Artillery and Engineer formations that share a common network, Dr Ng said: "Such a network allows the SAF to create an overall fighting system that is flexible and more responsive to the complex demands of the modern battlefield.

"On how the Terrex ICV serves as an asset to infantry troops, Commanding Officer of 2 SIR, Lieutenant Colonel (LTC) Nick Goh, said that the new platform adds more than just mobility to the troopers.

"As the Terrex is equipped with the Battlefield Management System (BMS) which connects it to other land and air platforms, and our soldiers are equipped with the Advanced Combat Man System (ACMS), our troops are well-connected, have better situational awareness, and can call on the firepower of other assets in the SAF to support their mission."

Regimental Sergeant Major of 2 SIR, 1st Warrant Officer (1WO) Yeo Keng Hua, an infantry soldier for 21 years, added: "In the past, infantry soldiers could only attack the enemy with the weapons they carried, but the Terrex offers a whole suite of more powerful weapon systems that are more effective." The Terrex can be configured with General Purpose Machine Guns and grenade launchers.

1WO Yeo also emphasised the enhanced protection the Terrex ICV offers to infantry soldiers.

"Infantry forces who trek to their objectives are commonly hit by Artillery fire, but with the Terrex and its closed-hatch design, troops are protected in the Terrex, and this increases their survivability in the field," he explained.

Commending 2 SIR for attaining full operational capability in slightly less than a year since taking delivery of the Terrex, Dr Ng said: "This is a significant achievement in meeting a demanding timeline, while testing and establishing new fighting concepts and tactics."

According to one of 2 SIR's platoon commanders, 2nd Lieutenant (2LT) Muhammad Tarmidzie Bin Mohamad Taha, this impressive feat was achieved through sheer hard work.

He said: "It's been really taxing on us, to be trained in motorisation on top of the fundamental training for all infantry soldiers.

"But we adapted, learnt quickly, and now, I'm very honoured to work on a cool platform like the Terrex, and to be part of the first motorised infantry battalion."

Present at the parade with Dr Ng were Senior Parliamentary Secretary for Defence and National Development Dr Mohamad Maliki Bin Osman, Chief of Defence Force Lieutenant-General Neo Kian Hong, Chief of Army Brigadier-General Ravinder Singh and other senior officers from the SAF.

Komando Maritim Sedia Hadapi Kemungkinan

SERAMAI 10 pegawai lain-lain pangkat Agensi Penguatkuasaan Maritim Malaysia (Maritim Malaysia) telah dianugerahkan beret Pasukan Khas Laut (Paskal) dan sijil daripada KD Panglima Hitam di Pangkalan Tentera Laut Diraja Malaysia (TLDM) Lumut, baru-baru ini.

Untuk melayakkan diri mendapat anugerah itu, mereka perlu mengharungi pahit getir selama tiga bulan dengan melalui pelbagai peringkat latihan iaitu di peringkat kem, hutan, paya, laut dan seterusnya peringkat pelolosan serta pelarian.

Menurut Ketua Pasukan Tindakan Khas Agensi Maritim Malaysia, Kapten Maritim Abim ak Sungom, sebelum dipilih anggota terlibat telah menjalani latihan pemanasan selama sebulan bermula 2 Disember 2010 hingga 5 Januari 2011.

Semasa ujian akhir pemanasan, anggota-anggota perlu melepasi piawaian berlari sejauh 6.8 kilometer di bawah 30 minit dan berenang gaya bebas sejauh 500 meter di bawah 10 minit, gaya tepi 500 meter bawah 12 minit dan gaya campuran 500 meter bawah 12 minit.

"Walaupun gembira kerana terpilih menjalani latihan ala komando, mereka tidak menyangka ada di antaranya tidak dapat melepasi latihan yang amat mencabar sebelum diserapkan ke dalam PTK Maritim Malaysia,'' ujarnya.

Pemilihan awal calon Kursus Asas Komando itu bermula di Pangkalan TUDM Kuala Lumpur. Ia telah menghimpunkan 55 anggota Maritim Malaysia yang berminat untuk bergelar PTK.

Katanya, pemilihan anggota dilakukan mengikut standard yang digunapakai di dalam pasukan elit seperti Pasukan Khas Udara (Paskau), Paskal dan komando Tentera Darat.

Ia bertujuan memastikan kecekapan anggota-anggota PTK Maritim Malaysia selari dengan piawai pasukan elit yang ada sekarang.

Dalam fasa pertama pemilihan awal, semua anggota telah menjalani dua peringkat ujian iaitu Ujian Fizikal Air (UFA) dan Ujian Fizikal Darat (UFD).

Kesemua calon yang berjaya iaitu empat pegawai dan 43 anggota lain-lain pangkat meneruskan latihan Kursus Pra-Asas Komando selama dua minggu di sekitar kawasan Teluk Batik, Lumut, Perak. Ia untuk membina daya ketahanan mental dan fizikal selain pengenalan dan pendedahan awal mengenai pengendalian senjata kecil serta ilmu perang selain memupuk semangat kerjasama dan setiakawan dalam kumpulan.

Dari situ, hanya 30 calon yang berjaya dan mereka seterusnya menjalani latihan intensif selama tiga minggu.

Latihan tersebut menitikberatkan aspek fizikal di air dan darat.

Untuk itu setiap calon mesti melepasi ujian-ujian seperti larian 6.8 kilometer dalam masa kurang 34 minit, tekan tubi tidak kurang 50 kali dalam masa 90 saat, bangkit tubi tidak kurang 50 kali dalam masa 90 saat, panjat tali 15 meter dan sebagainya.

Mereka juga perlu melepasi ujian fizikal air seperti renang gaya bebas 500 meter bawah 10 minit, renang gaya tepi 500 meter bawah 12 minit, renang gaya campuran 500 meter bawah 12 minit, menyelam ke dasar sedalam tujuh meter, menyelam jauh 35 meter, terjun tinggi 10 meter.

Selain itu dalam keadaan tangan dan kaki diikat, mereka juga perlu berenang sejauh 75 meter, mengapung selama 15 minit dan menyelam sedalam lima meter.

Dalam pemilihan akhir, hanya 25 calon layak mengikuti Kursus Asas Komando iaitu seorang pegawai dan 24 anggota lain-lain pangkat di KD Panglima Hitam, Pangkalan TLDM Lumut.

Bagaimanapun, hanya 10 calon yang berjaya menamatkan cabaran tersebut.

Kursus pertama telah diadakan di Paskau Pangkalan TUDM Jugra, Banting, Selangor pada 2009 yang mana seramai 22 orang telah lulus dengan cemerlang.

Semua anggota yang berjaya itu akan ditugaskan sebagai anggota Penyelamat dan Penggempur Khas bagi melaksanakan pelbagai misi PTK.

Introducing the C4I Battalions

Wonder what the term 'C4I battalion' stands for? It means Command, Control, Communications, Computers, Intelligence Battalion. The 10 and 11 C4I battalions were formed in 2010 through the merger of Signals units and Intelligence, Surveillance and Reconnaissance (ISR) units of Army Intelligence. This development not only underscores the close operational linkages between combat intelligence and communications but also enhances their overall operational effectiveness.

The active 10C4I comprises companies specialising in C4, ISR, SATCOM and Mobile Cellular capabilities. The reprofiled battalion is better positioned to create closer synergy and faster response to support the High Readiness Core (HRC) in security operations and peacetime contingencies like terrorist attacks or natural disasters.

Formed in January 2010, 11C4I is commanded by LTC Yeoh Keat Hoe. In peacetime, the battalion acts as a force generator; raising and training Intelligence and Signals troopers for the Combined Arms Brigade's (CAB) C4I battalion. In operations, 11C4I will support the combined arms brigade by providing them with a comprehensive situational awareness of the battlefield.

Operations aside, the newly created C4I battalions also allow for enhanced training and operational effectiveness as LTC Yeoh described, “With a C4I battalion headquarters, there is now dedicated attention devoted to the Signal and RSTA companies in terms of training, sustenance and development.”

Royal Malaysian Navy Commandos Save Crew from Somali Pirates

KUALA LUMPUR: There was drama aplenty in the Gulf of Aden when commandos from a Royal Malaysian Navy auxilliary ship stormed and rescued a hijacked Malaysian chemical tanker and its crew from Somali pirates, early yesterday.



The Shipborne Protection Team, comprising special forces from the combined Armed Forces tri-services, swung into action from the RMN’s Bunga Mas 5.



Their swift and timely action saved the lives and limbs of the 23 crew. It also salvaged the tanker laden with lubricating oil and ethylene dichloride, all of which is believed to be worth in excess of an estimated RM30 million.



Bunga Mas 5’s effort resulted in the capture of seven Somali pirates, three of whom were injured in the ensuing gun battle with the commandos.



Relating the high drama, RMN chief Admiral Tan Sri Abdul Aziz Jaafar said MT Bunga Laurel, hired by the Malaysian International Shipping Corporation (MISC), was on its way from the gulf to Singapore when it was attacked by the pirates about 300 nautical miles (555km) east of Oman at 11.40pm on Thursday.



“The drama unfolded just two hours after the Bunga Mas 5 had completed escorting the tanker and another MISC liquefied natural gas carrier, MT Seri Balhaf, to a safe zone called Easton 4 in the gulf.



“This is the waypoint where we cease our escort duty,” he said.

Abdul Aziz said under the cover of darkness, seven pirates armed with AK-47 assault rifles, light machine guns and pistols suddenly emerged from a skiff boat and began boarding the tanker, firing at random.

“At the same time, a mother ship with 18 pirates on board began its assault on the tanker.“



The alarmed tanker crew activated the Ship Security Alert System before taking cover in a specially-designed security compartment near the vessel’s engine room,” Abdul Aziz said.



Responding to the SOS distress signal Bunga Mas 5, which was 14 nautical miles (25.9km) away, sped towards the tanker at 1.20am.



The navy’s Fennec attack helicopter went airborne to provide reconnaissance and aerial gunfire from its mounted general purpose machine gun.



“Several shots on target from the helicopter kept the pirate’s mother ship at bay. This preventive measure saved the tanker from serious damage and minimised the risk on its crew.



“Simultaneously, the commandos boarded the tanker and subdued the pirates. It was all over within minutes. There were no injuries on the Malaysians, while the three injured pirates were given first-aid,” said Abdul Aziz.



Following interrogation with the authorities, he confirmed that all seven captured pirates were Somalis who admitted that they had used one of the previously captured vessels as their mother ship.



‘What’s baffling is that they seemed to know our movements, including even the 300-nautical mile extended envelope in the gulf. They are ruthless and their threats are for real,” said Abdul Aziz.



He added all concerned were glad that the episode was over and MISC officials are believed to have cleared the tanker fit to continue its journey.



Bunga Mas 5 has a crew of 21 MISC supporting personnel and 39 Shipborne Protection Team members from the Armed Forces, specialising in various trades.



There are four teams, inclusive of six special force members, deployed for the two-day escort duty shift in the gulf under Operasi Fajar launched since June 21, 2009.



Bunga Mas 5 can escort up to three vessels at a time, including foreign ships as requested by international authorities.



Pirate gangs operating along Somalia’s 1,900 miles-long (3,100 km) coastline have become increasingly brazen, accounting for the capture of 32 commercial vessels to date to seek ransoms.



The Gulf of Aden, sandwiched between Somalia and Yemen, is the main sea route between Europe and Asia where vessels ply the Suez Canal.



Two other piracy incidents also took place in the gulf and its vicinity, the last 48 hours.



South Korean navy commandos stormed the Samho Jewelrya hijacked by Somali pirates about 1,300 kilometres (800 miles) off northeast Somalia in the Indian Ocean, rescuing all the 21 crew and killing eight pirates.



The 11,500-ton ship, with eight South Koreans, two Indonesians and 11 from Myanmar was hijacked on January 15 in the Arabian Sea when it was en route to Sri Lanka from the United Arab Emirates.



In the second separate incident, pirates hijacked the Syrian-owned bulk carrier MV Khaled Muhieddine with 25 crew approximately 330 nautical miles southeast of the Omani coastal port of Salalah on Thursday night.



The Togo-flagged vessel, with a deadweight of 24,022 tonnes, was on passage from Singapore to Al Hudaydah in Yemen with 22 Syrians and three Egyptians on board.

JAKARTA (Suara Karya): Kekuatan pertahanan laut Indonesia masih membutuhkan tambahan alat utama sistem senjata (alutsista) untuk memaksimalkan pengawasan sejumlah kawasan perairan Indonesia, termasuk di kawasan perbatasan.

Demikian disampaikan Panglima Komando Armada RI Kawasan Barat (Pangarmabar) Laksamana Muda TNI Hari Bowo di sela acara penyematan Brevet Kehormatan Manusia Katak kepada Pangarmabar yang dilakukan Komandan Satuan Pasukan Katak Koarmabar (Dansatpaskaarmabar) Kolonel Laut (T) Andy Kriswanto di Tanjung Pasir, Banten, Selasa (4/1) malam.

"Banyak kebutuhan, misalnya pengadaan kapal selam. Namun, itu semua sangat tergantung dari kemampuan APBN. Tapi kami berusaha untuk dapat memenuhinya," katanya.

Hari menjelaskan, dalam waktu dekat ini akan didatangkan Kendaraan Tempur Bawah Air (KTBA) dari Inggris yang diharapkan mampu memperkuat sistem pertahanan Indonesia.

"Ini yang sekarang menjadi perhatian pemerintah. Ada dua unit KTBA dari Inggris. Itu sudah masuk di dalam anggaran pengadaan alutsista tahun 2011," ujarnya.

Hari mengatakan, pihaknya akan terus berusaha meningkatkan kekuatan pertahanan Indonesia, baik itu dari kemampuan maupun sumber daya manusianya.

Terkait dengan peningkatan kualitas para prajurit TNI, dia menjelaskan, berbagai program pembinaan telah dilakukan. Antara lain, dengan melakukan pendidikan hingga latihan gabungan dengan negara lain. Salah satunya, yakni kerja sama dengan Malaysia maupun Singapura terkait kawasan perbatasan.

Sementara itu, terkait penyematan Brevet Kehormatan Manusia Katak itu sendiri diberikan kepada setiap perwira tinggi TNI yang berjasa dan telah memberikan dharma bakti sumbangan berupa pikiran, tenaga, dukungan, rasa simpati dan moril untuk perkembangan dan kemajuan Komando Pasukan Katak TNI AL (Kopaska TNI AL) di masa lalu, saat ini, dan masa yang akan datang.

Prosesi kegiatan penyematan itu diawali dari pantai Mutiara Pluit. Pangarmabar yang didampingi Komandan Pasukan Satuan Pasukan Katak (Dansatpaska) dengan menggunakan combat boat Halilintar bergerak dengan kecepatan tinggi menuju check point diperairan Untung Jawa.

Selama dalam pelayaran tersebut para prajurit Kopaska memperlihatkan kemampuan mereka melakukan cast (lompatan dari perahu dengan kecepatan tinggi). Kemudian, di perairan Tanjung Pasir Banten dalam kegelapan malam satuan pasukan katak bergerak dalam manuver taktis satuan kecil yang dipimpin langsung oleh Pangarmabar untuk menghancurkan sasaran musuh.
Dengan gerakan taktis dan penuh kerahasiaan satu persatu anggota satuan Pasukan Katak mencari, mendekati dan menghancurkan kekuatan musuh.

More Countries Invest In Marine Forces

Most nations have marines—amphibious assault forces that act as first responders when governments project power. Theater commanders will say the benefits of a mobile force of marines, operating with naval support and dedicated air and ground assets, cannot be overstated, especially in an era of asymmetric warfare and littoral operations. So effective is this model of rapid light infantry that even landlocked Paraguay has a battalion of marines.

The number, capabilities and support of marine forces varies. Most nations, ironically, lack the ships and logistics necessary to optimize such forces. This may be changing. Although industrial militaries in the West periodically examine the structure and value of marine forces (see related story on p. 30), many developing countries are expanding their units. The reasons involve regional influence, coastal security, protection of trade and suppression of criminal activity, notably piracy. Moreover, with more countries participating in security and peacekeeping coalitions, fielding and maintaining an effective amphibious force is vital to a successful deployment.

Amphibious forces are among the most complex and expensive in a navy. They need dedicated naval assault forces to project and sustain power, well-trained and motivated personnel, specific and costly equipment, and must hone their skills with constant training. As a result, only a few nations can afford true amphibious forces. Nevertheless, countries in many regions are looking to increase the size and capabilities of their marine forces.

Some NATO members such as the U.K., Italy, Spain and the Netherlands have marine units. Others assign marine activities throughout their forces. France, while having an amphibious naval capability, does not have a true marine force, even though the army fields three regiments called marines and there is a special forces component of the navy. Germany also has no marine force, primarily because an amphibious force projects power, which Germany is reluctant to do.

NATO, which has a doctrine for amphibious operations, has studied and wargamed amphibious raids and larger operations to combat piracy in the Gulf of Aden and elsewhere, but a lack of political will keeps such plans off the table. The only recent amphibious operations among NATO members were landings by Italy and France for the initial deployment of their Unifil (United Nations Interim Force in Lebanon) troops, disaster relief operations and non-combatant evacuations.

Still, NATO can rely on joint Spanish-Italian and U.K.-Dutch amphibious forces. The U.K. has a Royal Marines force at brigade level and a strong amphibious naval force. The Dutch maintain a brigade of 3,000 marines and two modern LPD (landing platform dock) amphibious craft. One Dutch battalion is integrated with the U.K.’s 3 Commando Brigade to form the U.K./Netherlands Amphibious Land Force.

Spain fields a brigade of 6,200 marines and relevant amphibious naval forces, while Italy has created a peculiar joint amphibious brigade, combining naval infantry units and a regiment of army riverine and delta troops converted to amphibious assault duties.

Elsewhere in the region, Portugal relies on two marine battalions with 2,000 troops, but has limited naval transport. Greece has a marine infantry brigade that is part of the army, which the navy supports with limited amphibious forces. Turkey is increasing its amphibious naval component; Romania has a marine battalion but lacks transport vessels; and Russia is rebuilding its naval amphibious force. Moscow believes that the quickest approach entails acquiring LPDs from the West to support elite naval infantry forces, which include 8,000 in one division, two brigades and some regiments. The Russian navy has been negotiating with France to buy Mistral amphibious craft, but recently announced an open tender for the ships.

Large amphibious forces are common in the Pacific Rim. China has 7,000 marines and special forces in five regiments. This is likely to expand as the navy builds more amphibious assault vehicles and strengthens its blue water fleet. Taiwan has a bigger marine force, with two active divisions and one in reserve totaling 35,000 troops. They are primarily for defensive operations—e.g., repelling an invasion by China.

If China attempts to invade Taiwan, and its missile, naval and air attacks and blockades do not force surrender, amphibious assault operations would take place. China, however, is also looking at naval power projection to defend territorial claims and economic exclusion zones in the Western Pacific.

India has a marine force of only 1,000, which is surprising since experts believe the country will eventually vie with China for influence in the region. The country also has a large coastline to patrol, is committed to keeping shipping lanes open and faces ongoing insurgencies in parts of the country. India’s naval amphibious component is adequate, and being reinforced.

South Korea fields a large and capable naval infantry that mirrors the U.S. Marine Corps, with 25,000 men in two divisions and a brigade supported by a growing and modern navy amphibious component including two LHDs (landing helicopter docks). Marines in South Korea would play a defensive role or launch a naval attack in a conflict with Pyongyang.

Geography—including a large coastline—and decades of war drove Vietnam to build a powerful marine force of 25,000, even though the navy lacks the means to project their power and support them. Vietnamese marines are mostly for coastal defense and riverine and delta operations.

Geography also led Indonesia to build up naval infantry, given its need to protect the hundreds of islands in the country. The marine force of 15,000 in two brigades will increase to 22,000 with the planned addition of two brigades. The navy has a patchwork of amphibious vessels, with four LPDs in service or under construction, 18 LSTs (landing ship, tank) and 14 LCUs (landing craft utility).

The Philippines, with many islands to protect, has more than 8,000 marines, but minimal naval transport and assault capabilities. The troops are for counter-insurgency missions.

Japan’s navy is building an amphibious force, which will include LPDs and LHDs and a helicopter air wing. Given the sensitivity of Asian countries to a real or perceived Japanese offensive capability, establishing a dedicated naval amphibious assault infantry is not an immediate move for Tokyo. Naval forces will instead transport and support army units.

Australia has an integrated military force and, while lacking a large marine infantry, is increasing its naval transportation and power projection capability, including amphibious assault assets.

Most of Africa has no significant amphibious forces. Some countries on the Mediterranean have such capabilities, notably Morocco, which has a naval infantry force of 2,000 but only one LST. Algeria plans to develop an amphibious capability, but has no marines. The navy is to acquire at least one LPD, and is increasing rotary wing assets.

Saudi Arabia has the most powerful marine force in the Middle East—3,000 naval infantry who rely on LCUs for coastal operations. The growing Iraqi forces include a marine battalion for coastal and riverine operations, mainly defense on the Shatt al-Arab waterway, whose southern end borders Iran. (Iran has no amphibious assault capabilities to speak of.)

Almost all South American countries with a coast have marine forces, even if they are not matched by naval amphibious capabilities. Brazil’s marine force is 15,000 strong. The navy has several amphibious assault vessels and wants more. Chile has four regiments with more than 2,700 marines, but no naval amphibious force. Venezuela has 10,000 naval infantry, which also operate in riverine roles. The force comprises five brigades, with two more being equipped. Its four LSTs, however, are not sufficient.

Peru has a naval infantry force of 3,500 and is expanding its naval amphibious arm by acquiring decommissioned U.S. vessels. Argentina’s 2,000 marines are among the country’s best troops, though the navy has few airborne and assault capabilities. Colombia has a powerful naval infantry, with four brigades and 22,000 troops, but its main role is guerrilla warfare. Ecuador has three marine battalions, with 1,500 men, and small amphibious vessels. Bolivia has a naval infantry force of 1,000, but no amphibious capabilities.

Mexico plans to increase its naval infantry force to 16,000 from 10,000, but has a small amphibious force. Honduras has a battalion of marines but only one LCU. Guatemala has a marine battalion, two LCUs and one mechanized landing craft. Cuba’s naval infantry, despite a large coastline, is only 500.

GGK Selamatkan 'Tebusan'

PUKUL 9.10 malam, 10 November 2010, sebuah pesawat Airbus A320 milik syarikat penerbangan AirAsia yang sarat dengan 107 penumpang dan enam juruterbang serta krew dari Taipei, Taiwan menuju Kuala Lumpur telah dirampas oleh sekumpulan pengganas.

Pengganas mengarahkan juruterbang agar mendarat di Kota Kinabalu untuk mengisi minyak sebelum meneruskan penerbangan ke Karachi, Pakistan.

Pada masa sama, kumpulan tersebut menuntut kerajaan Malaysia membebaskan ketua mereka, Abu Jahatan dan tiga orang rakan lain yang sedang ditahan di Penjara Sungai Buloh.

Jam 10.13 malam, kumpulan berkenaan bertindak berlepas ke destinasi tidak diketahui selepas tuntutan mereka untuk mengisi minyak lewat ditunaikan oleh pihak berkuasa Lapangan Terbang Antarabangsa Kota Kinabalu.

Keputusan itu dibuat bagi mengelak pasukan keselamatan melakukan operasi menyelamat.

Semasa memasuki ruang udara Semenanjung, pengganas mengarahkan juruterbang mendarat di Lapangan Terbang Antarabangsa Kuala Lumpur (KLIA) untuk mengisi minyak.

Bagaimanapun, pesawat tidak dibenarkan mendarat di situ berikutan trafik udara yang sesak dan mereka diminta mendarat di Melaka.

Pada 10.17 malam, pesawat mendarat di Lapangan Terbang Antarabangsa Melaka dan membuat tuntutan sama.

Mereka mengugut untuk membunuh tebusan sekiranya tuntutan berkenaan tidak dipenuhi selewat-lewatnya pukul 11 malam.

Jam 11.01 malam, tuntutan pengganas belum dipenuhi.

Akibatnya, seorang tebusan dibunuh dan mayatnya dicampak ke atas landasan. Pesawat berlepas meninggalkan Melaka menuju destinasi yang tidak diketahui.

Pada 11.03 malam, pesawat terpaksa mendarat di Lapangan Terbang Antarabangsa Bayan Lepas, Pulau Pinang kerana kehabisan minyak.

Pada masa sama, pengganas membuat tiga tuntutan yang perlu dipenuhi kerajaan iaitu pengisian minyak dilakukan dengan kadar segera, ketua mereka Abu Jahatan dan tiga rakan lain dibebaskan serta pesawat dibenarkan keluar dari negara ini dengan selamat.

Jika tuntutan-tuntutan itu tidak dipenuhi atau ada usaha menyelamat cuba dilakukan pasukan keselamatan, mereka mengancam untuk membunuh semua tebusan dan meletupkan pesawat.

Kerajaan cuba berunding dengan pengganas, namun, tidak mendapat maklum balas positif.

Berikutan tindakan agresif pengganas, Majlis Keselamatan Negara mengambil keputusan untuk tidak membenarkan pesawat meninggalkan Pulau Pinang dan melakukan misi menyelamat tebusan dengan segera.

Panglima Angkatan Tentera Malaysia (ATM) memerintahkan Panglima Tentera Darat mengatur gerak dan Markas 21 Grup Gerak Khas (GGK) diberikan tanggungjawab melaksanakan tugas berkenaan.

Itu adalah senario Eksesais Thunderbolt yang berlangsung dari 22 hingga 26 November lalu di Pulau Pinang.

Pihak media berpeluang membuat liputan operasi menyelamat tersebut menggunakan pesawat sebenar Airbus A320 di Lapangan Terbang Antarabangsa Bayan Lepas baru-baru ini.

Operasi dilakukan oleh pasukan Unit Lawan Keganasan (ULK) 11 Rejimen Gerak Khas pada pukul 3 pagi.

Dalam keadaan gelap-gelita, mereka diberikan masa 10 minit untuk menyempurnakan tugas mencabar itu.

Ternyata, ketangkasan dan kemahiran yang dimiliki pasukan khas tersebut membolehkan misi berjaya dilaksanakan mengikut perancangan.

Turut serta dalam latihan adalah pasukan-pasukan lain dalam Tentera Darat seperti Pemusnah Ordnans Letupan (EOD) dan Kor Kesihatan Diraja.

Agensi-agensi lain terlibat termasuk Jabatan Penerbangan Awam (DCA), Malaysia Airports Berhad (MAB) dan AirAsia Bhd.

Hadir menyaksikan demonstrasi berkenaan ialah Panglima Tentera Darat, Jeneral Datuk Seri Zulkifeli Mohd. Zin; Panglima 2 Divisyen, Mejar Jeneral Datuk Mohd. Noor Daud; Panglima 21 GGK, Brigedier Jeneral Datuk Abdul Samad Yaakob dan Panglima 6 Briged, Brigedier Jeneral Datuk Tajri Alwi.

Pada sidang akhbar selepas itu, Zulkifeli melahirkan rasa puas hati dengan kecekapan yang ditunjukkan oleh anak-anak buahnya.

Katanya, latihan sedemikian penting bagi memastikan Tentera Darat sentiasa bersedia pada bila-bila masa untuk menangani krisis keganasan melibatkan pesawat yang dirampas dan dipaksa mendarat di negara ini.

“Kita tidak boleh menafikan pesawat kita atau milik syarikat penerbangan lain mungkin boleh dirampas oleh kumpulan pengganas dan kepakaran kita diperlukan untuk menangani krisis tersebut.

“Justeru, kecekapan pasukan khas perlu sentiasa dilihat termasuk keperluan persenjataan baru,” katanya kepada pemberita.

Selain itu, menurutnya, masih ada ruang untuk pasukan khas diberi penambahbaikan dari segi kelengkapan dan peralatan.

Ini kerana, jelas beliau, teknologi persenjataan berkembang dengan pantas dan amat wajar pasukan khas seperti ULK 11 Rejimen Gerak Khas bergerak mengikut peredaran semasa.

Jakarta (ANTARA News) - Komando Pasukan Khusus (Kopassus) TNI AD akan segera memperbarui persenjataan perorangan bagi para personelnya meski tetap mempertimbangkan anggaran yang tersedia.

Komandan Jenderal (Danjen) Kopassus Mayjen TNI Paulus Lodewijk disela olah raga bersama kalangan media massa di Markas Komando Kopassus, Jumat, mengatakan, pengadaan senjata perorangan seperti senapan dan pistol itu tetap disesuaikan dengan anggaran yang dialokasikan pemerintah.

"Sebenarnya Alustistanya tidak mahal-mahal sekali karena satuan khusus kita berkaitan dengan teknologi maka kita juga harus menyesuaikan dengan teknologi senjata yang berkembang di luar," katanya.

Pengembangan kekuatan termasuk melengkapi persenjataan perorangan bagi personel baret merah, tambah Paulus Lodewijk, sesuai dengan kebijakan kekuatan pokok minimum.

"Jadi bukan mengurangi, tetapi meningkatkan secara bertahap kekuatan yang ada disesuaikan rencana strategis yang disetujui. Yang jelas Kopassus akan mendapat penambahan anggaran. Secara otomatis ada penambahan alutista," tuturnya.

Sebagai pasukan khusus, Kopassus dilengkapi berbagai perlengkapan dan persenjataan sangat canggih dan modern.

Semisal untuk membaca peta, tidak lagi menggunakan lagi Kompas Prisma, tapi GPS (Global Positioning System) yang langsung berhubungan dengan satelit.

Sedangkan untuk satuan antiterornya sudah dilengkapi senapan H&K MP5, yang merupakan standar pasukan khusus terbaik di dunia seperti yang digunakan oleh Green Beretts, Delta Force, Navy Seal, GSG 9 Jerman, SAS dan lain-lain.

Sementara untuk pistol yang dipakai Beretta 9 mm (45). Selain itu juga berbagai macam kaliber lainnya seperti kaliber 22 mm (pistol kecil).

Kopassus punya peralatan terjun payung tercanggih untuk melakukan HALO (High Altitude Low Opening) dan HAHO (High Altitude High Opening) yang memakai masker oksigen dan lain-lain.

Dengan peralatan terjun itu, pasukan dapat terjun dari ketinggian sekitar 10.000 kaki.

Pasukan ini juga dilengkapi peralatan pendaratan pantai (memiliki LCR/Landing Craft Rubber/perahu karet dengan mesin yang hampir tanpa bunyi, yang digunakan untuk operasi penyusupan di malam hari), menyelam (dilatih seperti UDT, Underwater Demolition Team US Navy), team Daki Serbu ( yang baru saja menaklukkan Himalaya dan dikenal di luar sebagai PPGAD/Persatuan Pendaki Gunung TNI AD).

Kostrad Harus Berstandar Internasional

Pasukan Komando Cadangan Strategis TNI Angkatan Darat atau Kostrad dituntut memiliki kemampuan berstandar internasional. Tuntutan itu harus tetap menjadi patokan di tengah keterbatasan alat utama sistem persenjataan. Kemampuan berstandar internasional itu, menurut Kepala Staf TNI Angkatan Darat Jenderal George Toisutta, tidak bisa ditawar lagi.

Secara umum, prioritas Angkatan Darat tahun ini adalah peningkatan profesionalisme,” kata George Toisutta di sela-sela latihan terjun Batalyon Lintas Udara (Linud) 328/DGH, Selasa (10/8). Menurut George, walaupun fasilitas yang dimiliki Linud kurang, kemampuan prajuritnya harus sesuai dengan standar operasi internasional. Hal ini termasuk kualitas kemampuannya dan pendekatan yang tidak melanggar hak asasi manusia.

Di sela-sela latihan terjun Yonif Linud 328/DGH di Cibenda, Sukabumi, Panglima Kostrad Letjen Burhanudin Amin menyatakan, Linud seharusnya didukung ketersediaan pesawat yang memadai. Namun, jumlah pesawat belum cukup. ”Sekarang baru ada dua pesawat, seharusnya minimal empat pesawat,” kata George Toissuta yang juga mantan Pangkostrad.

Kostrad merupakan pasukan tempur pemukul terbesar yang dimiliki TNI saat ini dengan sekitar 36.000 personel. Posisinya sangat strategis karena harus siap untuk tiba-tiba dikirim ke mana saja. Kostrad memang diciptakan untuk menjadi pasukan pemukul yang harus bekerja dalam waktu singkat.

Tetap Siaga

Tidak heran, pasukan pemukul reaksi cepat (PPRC) yang terdiri dari tiga angkatan, yaitu AD, AL, dan AU, yang berada langsung di bawah Panglima TNI, unsur utamanya diambil dari Brigade Infanteri Lintas Udara. Merekalah yang harus tiba secepatnya di wilayah-wilayah yang telah ditetapkan sebagai lokasi bermasalah. Dalam kondisi negara aman dan damai, PPRC tetap siaga penuh di markas setiap angkatan.

Berkaitan dengan pengembangan Kostrad, George mengatakan, pembentukan Divisi 3 Kostrad yang diperuntukkan bagi kawasan timur Indonesia masih dalam kajian. Menurut dia, masih dalam kajian juga apakah di Papua akan diadakan kodam baru atau dibentuk divisi 3 saja.

”Kalau kodam baru yang di Kalimantan Barat itu memang kajiannya telah selesai dan DPRD Kalbar yang memintanya,” kata George.

Latihan yang diadakan Selasa lalu di Cibenda ini meliputi terjun statik dan terjun bebas (freefall). Terjun statik merupakan kualifikasi terjun yang dibutuhkan pasukan Linud untuk sebuah serbuan militer. Ceritanya, para prajurit Linud diterjunkan ke wilayah sasaran untuk melaksanakan perebutan cepat sebuah target atau wilayah. Sementara terjun bebas adalah penerjunan di mana penerjun terjun bebas dari pesawat dan payung baru dibuka di ketinggian tertentu untuk mencapai sasaran dengan tepat.

”Ini cuma latihan penyegaran saja. Medannya perlu berubah-ubah supaya keterampilan meningkat,” kata Letjen Burhanudin. Payung yang digunakan adalah payung bulat MC 11 buatan AS dan MC 11C buatan Korea. Penerjunan dilakukan dari Hercules long body yang terbang dengan ketinggian sekitar 370 meter dan kecepatan pesawat 64 meter/detik dalam empat gelombang dengan jumlah penerjun masing-masing 92 orang. Gelombang pertama dipimpin Komandan Batalyon Linud 328 Letkol Inf Budiman.

Penghijauan

Selain berlatih terjun, Kostrad juga membagi-bagikan bahan kebutuhan pokok dan melakukan penghijauan. Hal ini dilakukan dengan dasar berpikir untuk mengurangi pemanasan global. Berdasarkan catatan, jumlah pohon mencapai 6.000 batang, yang terdiri dari pohon trembesi, mahoni, nangka, durian, jambu air, mangga, pete cina, akasia, dan waru gunung. Sekitar 700 warga dan anak sekolah bersama-sama prajurit AD menanam pohon yang didahului secara simbolis oleh KSAD dan Pangkostrad.

Setiawan, perwakilan warga dari Kecamatan Ciemas, mengatakan, pada masa awal-awal reformasi, pembalakan liar marak di kawasan Cibenda, Kecamatan Ciemas. Saat ini Sungai Ciletuh dan Cimarinjung juga mengalami kekurangan debit air walau tidak sampai kering.

Anwar Haeruman, Kepala Bidang Rehabilitasi Dinas Kehutanan Kabupaten Sukabumi, menyambut upaya TNI tersebut. Namun, menurut dia, waktu penanaman akan lebih efektif kalau dilakukan pada musim hujan.

Dia berharap agar selain upaya penanaman, yang juga harus diperhatikan adalah pemeliharaan. Pasalnya, masyarakat tak bisa masuk ke lokasi penanaman pohon yang merupakan instalasi militer tersebut. ”Nanam-nya sih gampang, yang susah itu peliharanya,” ucap Anwar.

TNI-AL Perkuat Pasukan Khususnya

Surabaya - TNI Angkatan Laut (AL) memperkuat pasukan khususnya setelah 53 personel pasukan Intai Amfibi (Taifib) dan Pasukan Katak (Paska) menyelesaikan pendidikannya di Komando Pengembangan dan Pendidikan TNI Angkatan Laut (Kobangdikal).

Komandan Kobangdikal, Laksamana Muda TNI Sumartono, meluluskan 33 siswa Diktaifib dan 20 siswa Dikspaska di Surabaya, Jumat, yang sebelumnya menjalani pendidikan selama 10 bulan di Komando Pendidikan Operasional Laut Kobangdikal.

"Menjadi seorang prajurit handal berkualifikasi khusus untuk diterjunkan di medan yang khusus, merupakan perjuangan yang sangat berat dan melelahkan, seperti halnya Taifib dan Paska ini," katanya.

Pasukan Taifib baru itu terdiri atas lima orang di berpangkat perwira, 10 bintara, dan 18 sisanya dari strata tamtama. Sementara itu, Paska, tujuh orang di antaranya perwira, empat orang bintara, dan sembilan tamtama.

"Selamat, kalian telah berhasil melewati pendidikan berat ini. Brevet Paska dan Trimedia yang membanggakan itu adalah sesuatu yang tidak semua prajurit bisa mendapatkannya," katanya. Karena jumlah prajurit pilihan sangat terbatas, Dankobangdikal meminta pasukan khusus itu harus terus mengasah kemampuan dengan berlatih secara berjenjang.

"Asahlah terus kemampuan yang telah dimiliki dengan latihan yang bertingkat dan berlanjut. Jangan malas karena itu biang dari kehancuran organisasi," katanya.

Sebagai seorang pasukan khusus TNI-AL, lanjut jenderal bintang dua itu, harus menghayati tugas pokok dan fungsi pasukan khusus karena tugas yang diberikan adalah amanat yang harus dilaksanakan secara profesional.

Hanya dengan sikap, perilaku disiplin, bermoral, dan profesional TNI-AL akan bergerak maju pada sosok jati diri sejati menuju TNI-AL yang besar, kuat, dan professional.

Pelantikan 53 orang Pasukan Khusus TNI-AL tersebut di Lapangan Laut Seram, Kobangdikal, itu dihadiri Wakil Dankobangdikal Brigjen TNI (Mar) P. Verry Kunto G, Komandan Kodikopsla Laksamana Pertama TNI Totok Permanto, Komandan Kodikmar Kolonel Marinir Purwadi, dan pejabat teras Kobangdikal lainnya.*

U.S. Resumes Ties With Indonesian Special Forces

JAKARTA, Indonesia - The U.S. said July 22 it would resume ties with Indonesian special forces after a 12-year hiatus, as part of efforts by Washington to reach out to the world's largest Muslim nation.

The announcement, made during a visit by U.S. Defense Secretary Robert Gates to Indonesia, comes as Washington seeks to resume training for the Kopassus unit as part of growing military cooperation with Jakarta.



"The United States will begin a gradual, limited program of security cooperation activities with the Indonesian Army Special Forces," Gates said referring to the Kopassus unit with which Washington suspended ties in 1998.



The decision came "as a result of Indonesian military reforms over the past decade... and recent actions taken by the Ministry of Defense to address human rights issues," he said after talks with President Susilo Bambang Yudhoyono.



"Our ability to expand upon these initial steps will depend upon continued implementation of reforms within Kopassus and TNI (the Indonesian armed forces) as a whole," he said, describing the move as "a very significant development."



The move is controversial as the Kopassus unit has been implicated in human rights abuses, including in East Timor, and some figures in the U.S. Congress have opposed embracing the force before it has accounted for its past.



The United States broke off ties with the Kopassus under a law banning cooperation with foreign troops implicated in rights abuses.



The Indonesian special forces are accused of committing rights violations in East Timor and Aceh under then-dictator Soeharto in the 1990s.



A report last year by U.S.-based Human Rights Watch accused the elite unit of ongoing abuses in the restive province of Papua.



A senior U.S. defense official played down fears that senior figures still in the special forces had been implicated in past rights violations.



"Individuals who had been convicted in the past for human rights violations have in the past several months been removed from Kopassus," he said.



The administration of President Barack Obama, who spent part of his childhood in Indonesia, sees the country as an increasingly important player in East Asia and key ally in the Muslim world.



Ernie Bower, a Southeast Asia expert at the Centre for Strategic and International Studies in Washington, said the Obama administration needed to handle its relationship with the Indonesian military carefully.



"I think it's the view of the Indonesian military that without the ability to engage and train Kopassus, the American engagement and normalization of the military-to-military relationship would be incomplete," he said.



"If you don't have the relationship with the Indonesian military normalised, you can't really participate and be the leading partner in this architecture," he added. "Gates needs to get it right with Indonesia."



However, the Pentagon needs to find an acceptable compromise to seal the deal without encountering too many objections in Washington.



"We've been working for some time both within the U.S. government and with the government of Indonesia to try to figure out how and under what conditions we can pursue re-engagement with Kopassus," said one senior U.S. defense official.



He noted improvements made by Jakarta since the end of the Soeharto regime.

However, leading voices in Washington, such as Democrat Sen. Patrick Leahy, as well as human rights groups have opposed a normalization of military ties until Kopassus commanders have faced justice for past rights violations.



"Before resuming military cooperation with the Kopassus, Robert Gates must make sure that there's no senior military officers implicated in the past abuse who hold a structural position in the military," said activist Usman Hamid.



Hamid, a rights activist from the Indonesian Commission for Missing Persons and Victims of Violence (Kontras), said any troops involved in abuses had to face trial.



"We deeply regretted the decision as we have previously reminded the U.S. government it is important that a concrete precondition be imposed on Kopassus and Indonesian military before restoring the ties," he said.



He acknowledged that some Kopassus officers implicated in the rights abuse cases had been expelled from the military but said the military should apologies for the crimes.
