Royal Cambodian Air Force-XAIC MA60 Aircraft Hand-over Ceremony

On May 18, Xi'an Aircraft Industry (Group) Company Limited (XAC) delivered two Modern Ark 60 (MA60) aircraft to the Royal Cambodian Air Force. This is the first MA60 exportation to Cambodia.

Chau Phirun, General Director of Materiel and Techniques of the Ministry of National Defense of Cambodia, Soeung Samyang, Commander of the Royal Cambodian Air Force, Kong Mony, Deputy Commander of the Royal Cambodian Air Force as well as the related officials from Xi'an Aircraft International Corporation (XAIC) attended the delivery ceremony.

General Chau Phirun addressed at the ceremony that, the bilateral cooperation has been successful and fruitful while the friendship between China and Cambodia has been strengthened. He hoped Cambodia will better operate the MA60s under XAC's help and the aircraft will better serve the Royal Cambodian Air Force.

Jiang Jianjun, General Manager of XAIC, said at the ceremony that, a profound friendship has been established during the first cooperation between Cambodia and China in the civil aviation field while further cooperation is also promising. He was looking forward to seeing MA60's advantages such as comfort, reliability and fuel efficiency being further proved and demonstrated during the operation in Cambodia. He hoped that MA60 will boost more comprehensive cooperation between Cambodia and China in the fields such as the civil aircraft products and services as well as build an efficient, economical and convenient air bridge for the trade communications and economic developments of Cambodia. Meanwhile, Jiang promised that the plane maker will continuously provide high quality aircraft and considerate customer services.

On Feb 18, 2012, the Ministry of National Defense of Cambodia placed a formal order for two MA60 aircraft from XAC. The course arrangement for the Cambodian trainee pilots having training at XAC, the aircraft coating, the cabin configuration as well as the avionics data have been confirmed gradually after thorough coordination. In addition, all XAC departments accomplished necessary delivery preliminaries on schedule through close collaboration and active preparation.

Deals with China inked

CAMBODIA agreed to acquire Chinese-made Z-9 helicopters for US$195 million in one of 26 memorandums of understanding agreed by the two countries on Saturday.

Cooperation was pledged in sectors such as energy, mining, agriculture and road construction, as well as defence spending and aid. The two-day meeting also saw deals inked involving Cambodian conglomerate Royal Group and the Chinese backers of the controversial Boeung Kak lake development.

Led by Politburo Standing Committee member Zhou Yongkang, the Chinese delegation met with Prime Minister Hun Sen on Saturday.

“[Hun Sen and Zhou] have exchanged views on this new era of cooperation between Cambodia and China,” Eang Sophalleth, Hun Sen’s spokesman, said at a press conference following the closed-door meeting.

Hun Sen reiterated the Cambodian government’s political will to continue backing the One-China’s Policy, or China’s claim to sovereignty over Taiwan and other disputed regions, Eang Sophalleth said.

“The Chinese government needs to trust in Cambodia’s support of the One-China Policy, and Cambodia will stay resolute on this,” Eang Sophalleth quoted Hun Sen as saying during the meeting.

Increased cooperation has been lauded by Cambodian officials and some investment groups, but large-scale investments from China have also raised concerns about the mainland’s rising influence in the Kingdom.

“The more and more Chinese exercise influence in Cambodia, the more Cambodia will become subservient to China,” Lao Mong Hay, a political analyst, said yesterday.

While China’s interest in regional trade and Cambodian resources are substantial, its primary objective is strategic, Lao Mong Hay said. With disputes raging between China and Vietnamover oil-rich territory in the South China Sea, Beijing sees Cambodia as a “security belt” in the region, he said.

The deals signed at the conference covered a broad range of sectors. The heliocopter MoU, which was not discussed at the press conference, was signed by Minister of Economy and Finance Keat Chhon and China’s Vice Minister of Commerce Chen Jian.

Tycoon Lao Meng Khin signed two MoUs on mining and power plant projects with Chinese construction company Erdos Hongjun Investment Company. The two projects are worth roughly $2 billion and are set to break ground in the first quarter of next year, according to documents from China’s National Development and Reform Commission. The Chinese firm and Lao Meng Khin have previously been tied to the controversial Boeung Kak lake housing project in Phnom Penh.

Cambodian mobile operator CamGSM also signed an agreement to co-ordinate with Chinese telecommunications company Huawei in building Cambodia’s first satellite, according to notes from the meeting.

Royal Group chairman and chief executive Kith Meng told the Post yesterday the project was on track to launch in 2013 and would cost as much as $350 million.

Chinese companies have also shown interest in Cambodia’s agricultural produce, signing four agreements aimed at rice exports to the People’s Republic.

Eang Sophalleth said on Saturday Prime Minister Hun Sen had appealed to the Chinese delegation to increase its investments in the Cambodian agricultural industry.

In August last year, Hun Sen set a target of one million tonnes of milled-rice exports by 2015.

“The Chinese president and prime minister have made it an incentive to support Cambodia in all fields of national development. This delegat-ion's visit to Cambodia is a response to Cambodia's desire to boost the exportation of rice to China,” Eang Sophalleth said.

Chinese firms also signed deals on irrigation development and building roads in the Kingdom.

Experts said yesterday they supported Chinese investment in Cambodia, provided it was properly monitored.

Leopard Capital managing partner Scott Lewis said Chinese investment was a fundamental building block in Cambodia's development and should be applauded.

Development and investment by Chinese companies, however, should not come at the expense of environmental destruction and should be monitored, he said.

“These investments need to be welcomed, but they also need to be regulated,” Lewis said.

Prajurit Thailand-Kamboja Baku Tembak Lagi

7 Februari 2011 -- (Berita HanKam): Prajurit Thailand dan Kamboja baku tembak lagi Senin pagi (7/2) disepanjang garis perbatasan yang disengketakan.

Diberitakan artileri berat dan senapan ringan terdengar di Si Sa Ket distrik Kantharalak, dan penduduk setempat berlindung di tempat perlindungan sementara.
Dua puluh tiga sekolah sementara diliburkan.

Pejabat Thailand akan mengunjungi para korban baku tembak kedua negara tersebut hari ini.

Dua atau tiga prajurit Thailand terluka saat baku tembak dengan prajurit Kamboja pada Jumat siang (4/1) di perbatasan Thailand-Kamboja. Insiden terjadi sekitar pukul 15.20 waktu setempat dekat kuil Preah Vihear.

Menurut Letnan Jenderal Tawatchai Samutsakhon komandan AD ke-2, prajurit Kamboja yang memulai menembak.

Pada September 2010, Angkatan Bersenjata Kamboja menerima hampir 100 kendaraan lapis baja terdiri dari Ukrainan, dari 50 tank T-55 dan 44 ranpur pengangkut pasukan BTR-60. Kendaraan tersebut digunakan AB Kamboja dalam insiden baku tembak ini.

Rising Budget is Within Cambodia's Means

Rising budget is within Cambodia's means

Although the finer details of the proposed 2011 budget remain unclear, the government’s planned 18 percent increase in spending for next year represents good news for the economy in an age of global fiscal austerity.

Should the National Assembly approve the proposal – it seems unlikely it will change significantly given how the CPP rammed through the budget last year despite strong opposition – the government would spend around US$430 million more in 2011. That’s a much larger increase than the additional $163 million attributed to the budget in 2010, when military spending climbed a huge 24 percent – an economically unjustifiable policy given the stress caused by the global crisis.

The government has confirmed that defence spending is forecast to rise by $22 million next year, and Finance Minister Keat Chhon has said a large chunk of the extra spending would go to health, education and infrastructure.

This is reassuring, despite the fact that the private sector has been asked to pick up some of the military’s tab in the form of the bizarre partnerships imposed on a number of companies this year.

The budget outline suggests the government plans to invest in the long-term needs of the economy, a recommendation that the International Monetary Fund and the Asian Development Bank have been making since the onset of the economic crisis. Education and infrastructure have remained under-funded for some time. Further spending in these areas – albeit at levels that pale in comparison to many other countries – should be considered a priority.

Cambodia’s double-digit percent increase in spending represents something of a luxury that few other governments can justify but remains within the country’s means. Portugal, for example, forecast a tiny 0.2 percent rise in spending on Saturday, due to a budgetary headache mirrored across Europe. It is saddled with a budget deficit equal to 9.3 percent of GDP, while Cambodia’s deficit is more than 5 percent.

Most economists consider this acceptable in the short-term, given the need for stimulus measures. Even in the context of developing Asia, Cambodia’s state spending is relatively small.

The proposed 2011 budget represents a better proposition for the economy – and the country – than the 2010 plan.

21 September 2010 -- Hampir 100 tank dan ranpur pengangkut pasukan pesanan Kamboja dari Ukraina tiba di pelabuhan Preah Sihanouk, sekitar 230 km Barat ibu kota Phom Penh, diberitakan harian Phnompenh Post, Senin (20/9).

Chhum Sochet juru bicara Kementrian Pertahanan Nasional Kamboja menegaskan truk militer tiba juga, tetapi menolak memberitahukan jumlah serta keterangan lain.

Kendaraan tempur diangkut menggunakan kapal besar berukuran sekitar panjang 120 meter dan lebar 17 meter.

Pada minggu lalu, Koy Kuong juru bicara Kementrian Luar Negeri, menegaskan Kamboja akan menerima pengapalan 50 tank dan 44 kendaraan pengangkut pasukan dari negara Eropa Timur, tetapi menolaj memberikan keterangan rinci, hanya mengatakan kendaraan tempur tersebut digunakan untuk pertahanan nasional.

Kendaraan tersebut akan diangkut ke Phnom Penh, diperkirakan memerlukan waktu sepekan proses pemindahan dari pelabuhan ke Phnom Penh.

New Tanks and APCs Arrive

A SHIPMENT of 100 tanks and armoured personnel carriers purchased from Ukraine have arrived at the Sihanoukville Autonomous Port, officials said today.
In Sokhemara, chief of the Preah Sihanouk provincial coast guard office said that according to a report that arrived with the shipment, the government purchased the batch of 100 new tanks and armoured personnel carriers from Ukraine, formerly part of the Soviet Union.

“It will take about a week or so to remove all the tanks and armoured personnel carriers from the port,” he said.

Cambodia Boosts Army With Tanks, Fighter Vehicles

PHNOM PENH, Cambodia - Cambodia is buying dozens of new tanks and other combat vehicles to boost its military, the foreign ministry said Sept. 15, as a deadly border dispute with Thailand rumbles on.

The pro-government newspaper Rasmei Kampuchea reported that 50 new T55 tanks and 44 armored personnel carriers are set to arrive in the country next week.

Military officials could not be reached for comment, but foreign ministry spokesman Koy Kuong confirmed that Cambodia had purchased a number of tanks and fighting vehicles and said further shipments would follow.

"We will have many more" than 94, Koy Kuong said.

He said Cambodia would not pose a threat to anyone with its new military hardware - despite a long-running border fight with Thailand, a spat that has claimed the lives of several soldiers on both sides.

"We have purchased this equipment in order to strengthen our military capacity to defend territorial integrity and to prevent any intentional invasion from another country," Koy Kuong added.

He would not confirm how much Cambodia is paying for the new military equipment or from where it is coming.

Cambodia has about 124,300 armed forces, according to 2010 data from the International Institute of Strategic Studies in London.

Compared to Thailand with its 300,000-strong armed forces and well-equipped air force, Cambodia has much less military muscle than its neighbor, a situation it has been trying to improve in the wake of the border dispute.

Cambodia and Thailand have been locked in a troop standoff at their border since July 2008, when the ancient Preah Vihear temple was granted UNESCO World Heritage status.

The World Court ruled in 1962 that the temple belonged to Cambodia, although its main entrance lies in Thailand.

The Thai-Cambodia border has never been fully demarcated, partly because it is littered with landmines left over from decades of war in Cambodia.

Cambodia Becomes First New CARAT Partner in 16 Years

SIHANOUKVILLE, Cambodia (NNS) -- The arrival of USS Tortuga (LSD 46) here June 7 marked the opening event of Cooperation Afloat Readiness and Training (CARAT) Cambodia 2010, marking the country's first participation in the exercise and making Cambodia the first new country to join the exercise series since its founding.

During the nine-day exercise, U.S. and Royal Cambodian Sailors will conduct shipboard training on subjects such as engineering, damage control, anti-terrorism and force protection, and amphibious operations.

Ashore, U.S. and Royal Cambodian Marines will conduct weapons familiarization exchanges and jungle operations training, while Navy and Marine explosives ordnance disposal teams will exchange best practices with their counterparts. A full schedule of medical civic action projects and community service projects are also planned at locations throughout the country.

The exercise marks the largest naval engagement between the two countries in nearly 40 years, and leaders from both navies expressed high expectations for this year's events.

"We are very grateful, both the Navy and the Cambodian people, for the relationship we have with the Navy and the people of the United States," said Royal Cambodian Navy Rear Adm. Ouk Seyha, commander of Ream Naval Base. "We are happy to have USS Tortuga here, and are anticipating a successful first CARAT exercise.

"Begun in 1995, the CARAT series of bilateral exercises included six original partner nations: Brunei, Indonesia, Malaysia, Philippines, and Singapore. The sixth partner, Indonesia, participates in the series under the name Naval Engagement Activity.

For 2010, Cambodia and Bangladesh are joining the series. The total number of forces scheduled to participate in the exercise include approximately 18,000 U.S. and partner nation personnel, 50 aircraft and 73 ships.

China Pledges Military Aid to Cambodia

Phnom Penh: China has pledged military aid worth USD 14 million to Cambodia, a senior government official has said.

Hor Namhong, Deputy Prime Minister and Minister of Foreign Affairs, told upon return from China on Sunday that Chinese President Hu Jintao offered 256 military trucks and 50,000 military uniforms to the Royal Cambodian Armed Forces, worth USD 14 million.

He said the pledge was made at a meeting with Cambodian Prime Minister Hun Sen yesterday while Hun Sen was on a three-day visit to China to attend the opening of the Shanghai World Expo.
Another senior government official who accompanied the premier told Kyodo News the new Chinese aid was "a kind of" complement or replacement for military aid the United States had pledged but later suspended.

The United States had offered about 200 military vehicles and trailers to Cambodia under its Excess Defence Articles program.

But in early April, the US government suspended military aid to Cambodia to protest the Cambodian government's deportation of 20 Uygur refugees to China.

The United States had tried to prevent the deportation but failed.

The refugees arrived in Cambodia via Vietnam and were placed under the protection of the UN High Commissioner for Refugees.

KAMPONG CHHNANG (Cambodia) - CAMBODIA'S military mounted a rare public test of rockets on Thursday amid a lingering troop standoff over disputed territory with neighbouring Thailand.
In their first public drill since the country's civil war ended over a decade ago, Cambodian troops fired some 200 rockets from truck-mounted rocket launchers at an airfield 180km from the Thai border.

However defence ministry spokesman Chhum Socheat told AFP the display was 'not about flexing our muscles' against Thailand. 'The drill is not a threat or a show of force against neighbouring countries or foreign countries,' Mr Chhum Socheat said before the rockets were fired in front of assembled media and top brass.

'It is about the strengthening of the abilities of our forces in order to fulfil the duties of national defence against invaders.' Prime Minister Hun Sen declared in a speech last week the rockets would be fired to gauge the quality of the Russian and Chinese-made Cold War-era weapons which have long laid unused in warehouses.

Thailand's government downplayed the Cambodian rocket drill and said there had been no troop reinforcements on the disputed border. 'I don't think Cambodia wants to intimidate us, as we have sent them a clear signal that we don't want the dispute to go out of control and affect people in both countries,' deputy Thai prime minister Suthep Thaugsuban said.

Thai government spokesman Panitan Wattanayagorn said the drill was 'nothing to do with us, they are not firing into our territory.' Cambodia and Thailand have been locked in nationalist tensions and a troop standoff at their disputed border since July 2008, when Cambodia's 11th century Preah Vihear temple was granted Unesco World Heritage status. -- AFP
