Satsel Koarmatim Gelar Latihan Submarine Escape Exercise

Satuan Kapal Selam (satsel) Koarmatim menggelar Latihan Submarine Escape Exercise (ESCAPEX) bertempat di Diving Center Dinas Penyelamatan Bawah Air (Dislambair) Koarmatim Ujung Surabaya Kamis (13/10). Kegiatan ini diikuti oleh 12 orang personel dari Staf Satsel Koarmatim, KRI Cakra-401 serta KRI Nanggala-402. Gladi Submarine Escape dilaksanakan selama lima hari mulai tanggal 10 sampai dengan 14 Oktober 2011.

Latihan meliputi aspek Escape (prosedur dan peralatan), prosedur medis dan penyelaman tanpa alat serta Latihan taktis dalam rangka pengetrapan dari prosedur Escape yang ada dalam ATP 57 (A) The Submarine Rescue Manual dan Latihan teknis menggunakan peralatan-peralatan keselamatan yang ada di kapal selam dan atau peralatan keselamatan dari luar kapal selam.

Metode yang digunakan dalam gladi Submarine Escape meliputi tiga tahapan yaitu Ceramah Pembekalan pengetahuan prosedur Escape dan Prosedur medis, Drill Penggunaan peralatan keselamatan di kapal selam dan Praktek lapangan. Pengetrapan prosedur pelaksanaan dan penggunaan peralatan keselamatan di escape trunk. Memberikan pengetahuan prosedur medis, melatih pelaksanaan escape, melatih komunikasi darurat dan melatih penyelaman tanpa alat

Materi yang dilaksanakan dalam latihan ini diantaranya bertahan di air (Water Tropen), tahan nafas di dalam air, mengambil benda di dasar Diving Tank tanpa menggunakan alat, membersihkan masker di dalam air(Masker Clearing), bongkar pasang alat selam (Scuba) dan keluar dari kapal selam secara darurat (Free Escape). Selain itu juga menerapkan prosedur pelaksanaan Escape, pengoperasian dan penggunaan peralatan keselamatan yang ada di kapal selam.

Praktek yang dilaksanakan sesuai dengan Standard Operating Procedure (SOP) yang digunakan saat kapal selam mengalami kegawat daruratan. Situasi darurat dibawah permukaan air yang mengharuskan seluruh awak kapal segera cepat meninggalkan kapal dengan bergantian. Kegawat daruratan yang dialami kapal selam itu bisa diakibatkan oleh berbagai macam faktor diantaranya akibat terkena senjata musuh berupa Bom Laut, Torpedo, ranjau ataupun akibat kerusakan teknis yang mengakibatkan kapal selam tidak dapat timbul ke permukaan.

Dalam keadaan yang sesungguhnya jika terjadi kegawat daruratan para awak kapal selam sebelum melakukan Free Escape terlebih mendapatkan bantuan nafas dari alat yang tersedia berupa Built And Breathing Sistem (BIB’S) yang memiliki koneksi beberapa panel untuk pernafasan Mouth Stuck dari anjungan hingga menuju pintu keluar darurat yang berada di Coning Tower dan ruang batrey.


Selanjutnya masing-masing personel dibekali dengan peralatan Emergency untuk timbul ke permukaan berupaMK-10 yang dilengkapi dengan tabung oksigen, makanan, obat-obatan serta lampu Emergency. Setelah timbul kepermukaan peralatan keselamatan MK-10 secara otomatis terbuka dan membentuk seperti sperahu karet, namun hanya dapat dipakai untuk perorangan.

Latihan ini bertujuan untuk mempertahankan, meningkatkan pengetahuan, kemampuan, dan keterampilan awak kapal selam dalam rangka melaksanakan penyelamatan perorangan (escape) dalam menghadapi kedaruratan kapal selam dan melaksanakan program nol kecelakaan (Zero Accident). “Selain itu untuk mewujudkan keterampilan perorangan dalam rangka meningkatkan kesiapan tugas, pemantapan prosedur pelaksanaan, dan pemantapan penguasaan teknik peralatan”. RI-Korsel Jajaki Latihan SAR Kapal Selam

Jakarta (ANTARA News) - TNI Angkatan Laut dan Angkatan Laut Korea Selatan sepakat menjajaki latihan bersama SAR kapal selam untuk meningkatkan profesionalisme dan ketrampilan prajurit matra laut kedua negara, demikian Juru bicara TNI Angkatan Laut Laksamana Pertama TNI Tri Prasodjo, Kamis.

"Semua bentuk kerja sama dan latihan bersama, dibahas rutin dalam forum navy to navy talk angkatan laut kedua negara, salah satu yang disepakati untuk dijajaki adalah latihan bersama SAR kapal selam," ungkapnya.

Selain latihan bersama, kedua angkatan laut juga bekerjasama dalam bidang pendidikan dan saling kunjung perwira.

Dialog antarangkatan laut kedua negara dilakukan dua hari sejak Rabu (8/6) dihadiri Asisten Operasi Angkatan Laut Korsel Laksamana Muda Kim Kyung-sik.

Sebelumnya Kyung Sik melakukan kunjungan kehormatan kepada Panglima TNI Laksamana TNI Agus Suhartono untuk memperkuat hubungan kerja sama militer kedua negara. (*)

Japan’s Ministry of Defense Selects Mitsubishi Heavy’s Proposal to Build 40 UH-60J Search and Rescue Helicopters

STRATFORD, Connecticut - Japan’s Ministry of Defense has selected Mitsubishi Heavy Industries’ (MHI) proposal to supply the Japan Air Self-Defense Force (JASDF) with a new fleet of advanced UH-60J search and rescue helicopters. The aircraft will be produced under license from Sikorsky Aircraft Corp., a subsidiary of United Technologies Corp. (NYSE:UTX).

The new fleet will replace 40 MHI-built UH-60J search and rescue helicopters currently in operation with the JASDF since 1991. The new aircraft will be phased into service over 20 years. Over the life of the program, MHI is expected to receive a total of 190 billion yen (approx. $2.3 billion) from the Japan Ministry of Defense for all 40 new-generation UH-60J helicopters, including 20 years of logistics support.

“The new-generation UH-60J helicopter will bring to Japan’s Air Self-Defense Force the proven performance attributes of the legacy platform in a new airframe with significant advanced capabilities to support humanitarian relief and rescue missions,” said John Pacelli, Sikorsky Vice President of International Government Programs. “Congratulations to MHI for prevailing against a strong field of competitors for this important mission capability.”

A removable aerial refueling probe is among the principal improvements developed by MHI for the upgraded UH-60J helicopter. The probe will enable all of the new UH-60J aircraft to refuel from tanker aircraft while airborne.

Other modern updates include satellite communications and a collision avoidance system.
The UH-60J helicopter contract was the first comprehensive evaluation bid process conducted by the Ministry for a significant defense item. The new selection process was directed by the Japanese Government to foster more transparency and fairness during the procurement of major weapon systems.MHI has built 226 Sikorsky H-60 series aircraft under license with Sikorsky for exclusive use by the Japan Ministry of Defense since 1988. Aircraft include the UH-60JA helicopter for ground forces utility operations, and the SH-60J/K anti-submarine patrol helicopter.

TUDM Personnel Attend Training at Megamas

A group of personnel from Tentera Udara DiRaja Malaysia (TUDM) recently attended a three-day Sea Survival training at Megamas.

The training included Helicopter Underwater Escape Training (HUET), Emergency Breathing System (EBS), and Underwater Patient Extraction (UPET).

Megamas carries out military training for both the Royal Brunei and Royal Malaysian Armed Forces in Borneo.

This is the 7th year that Megamas has been conducting such military training for the RMAF; including the Royal Brunei Armed Forces (RBAF) under the Mindef MoU.

Submarine Escape and Rescue Exercise

The Royal Australian Navy (RAN) has completed a successful personnel transfer from the submarine HMAS Waller, while it sat on the seabed off the West Australian coast.


Submarine escape and rescue is a requirement of the RAN’s submarine safety system and demonstrates that the procedures and equipment are in place to rescue personnel in the event of an accident. “Black Carillon is an extraordinarily valuable opportunity to exercise our submarine escape and rescue capability,” said Commander Submarine Force, Captain Brett Sampson.

“The successful completion of the submarine escape as part of Exercise Black Carillon has demonstrated that the RAN is well equipped to take action to rescue submariners in the unlikely event of a submarine incident,” he said.

Black Carillon is the twelfth in a series of exercises designed to demonstrate RAN submarine rescue capability. The RAN uses annual Black Carillon exercises to train and demonstrate this ability.

Knowledge Sharing Key to Boosting Regional Submarine Rescue Capabilities

Realising a swift and effective submarine rescue capability in the Asia-Pacific region requires cooperation and knowledge sharing among navies.

That was the message Chief of Navy Rear-Admiral (RADM) Chew Men Leong delivered to the participants of the 9th Asia Pacific Submarine Conference (APSC). Held from 22 to 24 Jun, the annual event is hosted by the Republic of Singapore Navy (RSN) this year.

"Given the expansive waters of the Asia-Pacific, which will make the race against time to mobilise rescue resources and bringing them to bear at the distressed submarine location all the more challenging... it is essential to build and maintain a strong network for submarine rescue collaboration among navies," said RADM Chew during his keynote address on 22 Jun.

"APSC is important for the interdependence of all the navies. Any submarine rescue is going to involve more than one nation, no matter which submarine goes down. So we form connections here (at APSC) and get to meet all the key players from the various countries from around the region," echoed Commander (CDR) Jay Spencer, Commanding Officer Deep Submergence Unit from the United States Navy (USN).

Attending APSC were over 50 personnel from 16 navies, as well as staff from the North Atlantic Treaty Organisation Headquarters (NATO HQ). NATO HQ is invited to the annual APSC sessions because it is directly involved in submarine rescue operations in the region.

Inaugurated by the USN in 2001, the APSC develops and fosters regional cooperation among the submarine-operating navies in the Asia-Pacific. Singapore is hosting the event for the first time and it is only the fourth country after Australia, Japan and the US, to do so.

As part of this year's APSC programme, participants visited MV Swift Rescue and Deep Search and Rescue Six (DSAR 6) at Changi Naval Base on 23 Jun.

MV Swift Rescue is the ship that carries the equipment to launch DSAR 6 - the submersible rescue vessel that will link up with distressed submarines to evacuate trapped submariners.

The DSAR 6 is capable of reaching a top speed of three knots (5.5 km/h) underwater and is able to reach depths of up to 500 metres. MV Swift Rescue is able to reach a top speed of 12.5 (23.15 km/h) knots with a maximum range of 3,000 nautical miles (5556 km). Together, the two vessels form the RSN's submarine rescue capability.

Speaking on the new submarine rescue capability of the RSN, CDR Spencer told cyberpioneer: "We are very impressed with what the RSN has done with this system."

"The RSN has put a lot of thought into integrating DSAR 6 with MV Swift Rescue," he said.

MV Swift Rescue and DSAR 6 was designed as an integrated rescue platform. Upon rescue, submariners will be able to receive treatment immediately for any injuries sustained when they were trapped in the submarines.

MV Swift Rescue was launched on 29 Nov 2008, with DSAR 6 delivered early this year. They are now both fully operational.
